John D. kindly emailed me the following which he obtained from Wikipedia:
Files are defined by degree of cutting characteristic. Rough, coarse, bastard (intermediate), second cut, smooth, dead smooth. This suggests that the word bastard is assigned to a file that is neither rough or dead smooth, but about in between which is a cross mix of types.
